It is not clear why the Avernites ran a system like that or why they didn't refurbish the Arrival Caves into a more habitable or functional sort of place, but it can be presumed this is for security reasons in the event of the occasional Nephilim being sent, except that this would have more likely to gotten newcomers killed.Ī bandit leader called Lagran managed to steal the key to the gate, keep the gates locked and with his band of human and nephil helpers, he kept fresh arrivals prisoner and seized this opportunity to continuously exploit them as well as help himself to the occasional supplies sent down by sympathetic members of the Empire. The Arrival Caves are separated from the fort itself by a gate which is kept locked. Newly exiled surfacers end up here from the portal, then Avernites find them there and lead them to Fort Avernum.
